STAGE 1

In 1986, the Sixth National Party Congress decided to shift the direction of development of Vietnam`s economy from a planned, centralized, and subsidized economy to a socialist-oriented market economy.
In 1992, the first Constitution of the reformed period was promulgated officially defining a new short-term economic form both politically and legally.
On July 11, 1994, the Government issued Decree No. 70-CP establishing the State
Auditing Agency.
In 1995, the Prime Minister issued Decision No. 61-TTg dated January 24, promulgating
the Charter on organization and operation of the state audit agency.
On August 13, 2003, the Government issued Decree No. 93/2003/ND-CP stipulating the
functions, tasks, powers and organizational structure of the State Audit, which clearly affirms that the State Auditor The state is a government agency.
